"Behavioural factors play a crucial role in cycling uptake, as individuals’ perceptions of safety, convenience, and social norms often determine whether they choose to cycle. The Dutch Cycling Embassy’s hardware, software, and orgware framework highlights that infrastructure alone is insufficient; while “hardware” like safe infrastructure is essential, “software” such as education and awareness campaigns shapes attitudes and habits. Equally important is “orgware,” which refers to governance, policies, and institutional coordination that sustain cycling-friendly environments. Cities therefore act as enablers by integrating these three elements, fostering a culture where cycling is normal, attractive, and accessible for everyday trips. Without attention to behavioural dimensions, even the best infrastructure may remain underused."
