Seven milestones and TRL gates
- M3MS1 · Baseline and governance
Versioned TRL 4 evidence package reviewed; roles, risk register and initial data management plan approved; background inventory and access confirmed.
- M6MS2 · Design and relevant-environment test
Recruitment feasibility and evaluation plan approved; core data interface validated with real authorised inputs (TRL 5 for the tested subset).
- M12MS3 · Core demonstration readiness
Core employer and municipal functions demonstrated in relevant lab settings (TRL 6); Compacts and field safeguards agreed; route and mobile beta at M15.
- M18MS4 · Operational deployment
Both labs pass readiness checks: legal and data arrangements, staff training, participants, support, interfaces and measurement; staged release.
- M24MS5 · Integrated TRL 7
Operational demonstration in both labs with real authorised users and data; incidents, usability and performance documented against agreed thresholds.
- M30MS6 · Selected core TRL 8
Selected modules pass qualification, security, maintainability and user-acceptance tests for their intended use; others keep their demonstrated TRL.
- M36MS7 · Evidence and continuation
Final comparative evaluation, two costed continuation plans, transfer toolkit and Knowledge Hub synthesis delivered; owners and next decisions documented.
Before deployment, each lab must have an urban-authority interface, anchor employers or institutions, a user or civil-society representative, baseline data and an authorised local lead. No unfunded third-city pilot is on the critical path; reserve institutional sites cover recruitment delays, and the AUTh campus provides a second institutional anchor.
