Data protection and ethics

Trustworthy mobility intelligence

BICO is built to comply with the GDPR and to avoid workplace surveillance.

Voluntary participation

Commuters join through their organisation's code and give explicit consent. They can stop at any time.

No individual monitoring

Employers and cities receive aggregated results only. Any group with fewer than five respondents is suppressed.

Data minimisation

The survey collects no names or e-mail addresses. An optional personal code, chosen by the participant, is stored only as a salted hash so that survey rounds can be compared over time. Sensor feeds use pseudonymous fleet device ids and rounded locations.

Independent oversight

An Ethics and Data Advisory Panel reviews consent, aggregation, AI use, inclusion and safety. A data protection impact assessment precedes each pilot.

Separation of access

Employer access and research access are separated. Raw responses are visible only to authorised research administrators.

Open science

As open as possible, as closed as necessary: protocol, indicator definitions, non-personal deliverables and anonymised or synthetic datasets where disclosure risk permits.

A data management plan will define ownership, lawful bases, retention, access, interoperability and archiving for each pilot. Questions: andras@bico.city.hu.
